Stripped Palm Trees

I noticed Ladera Ranch had stripped or de-barked many of the palm trees. I had never seen this before. I think it makes the palm trees look a little nicer. I couldn't understand why they didn't do it all the way to the ground. They stopped about 12 feet up.

I looked it up on Google and saw a few articles but nothing definitive on why it is done.
